Larry is the founder and President Emeritus of Management Systems International, an international development consulting firm headquartered in Arlington, VA and acquired by Coffey International in 2008 and by Tetra Tech in 2015. At MSI, he served as Project Director for the Implementing Policy Change Program, an 11-year, 40-country program assisting governments to manage policy change; directed a 12-year effort to develop and apply systematic approaches to scaling up innovation; lead a 500-member global community of practice on scaling development outcomes; and oversaw an 8-year program to rebuild public administration in Iraq. Larry is an elected Fellow and former Board Member of the National Academy of Public Administration, and Co-Chair of its Standing Panel on International Affairs; President of the international Governing Council of the Society for International Development; a Board member and former Chairman of the Board of World Learning; a Board member at ELMA Philanthropies; and a member of the Advisory Boards of Millions Learning, AVANTI, IDinsight, STiR, and Education.org. Prior to founding MSI, he worked at Practical Concepts Incorporated, the World Bank, and UNDP, and as a Peace Corps Volunteer in Lesotho from 1971-1974.
