Alexious Butler is a global development leader with more than 25 years of experience designing and leading international programs that strengthen democratic institutions, empower emerging leaders, and build partnerships across governments, universities, and civil society organizations.

Over the course of her career—including 18 years with the U.S. Agency for International Development (USAID)—she has worked in Africa, the Middle East, and South Asia to support civic leadership, democratic participation, and economic resilience in fragile and emerging societies. She served as Mission Director, Deputy Assistant Administrator, and senior advisor to U.S. military leadership, managing large international portfolios and building partnerships with ministers, multilateral institutions, universities, and nonprofit organizations.

 A central theme throughout her work has been expanding opportunities for young leaders to engage in civic dialogue and global problem-solving. She has designed youth leadership programs in countries including Iraq, Bangladesh, and South Sudan, and later launched USAID’s Minority Serving Institutions Partnership Initiative to expand pathways for diverse American students into international development careers.

Ms. Butler currently serves as Distinguished Professor of Practice at the Georgia Institute of Technology’s Sam Nunn School of International Affairs, where she teaches global development and mentors the next generation of international affairs professionals.
