With nearly 24 years of federal law enforcement experience, James C. Harris III has dedicated his career to protecting vulnerable populations and upholding the rule of law. He brings a deep understanding of how international assistance can strengthen U.S. national security and promote global stability, informed by decades of leadership focused on disrupting transnational crime.

He has served in key leadership roles focused on disrupting transnational crime and safeguarding communities, including:

Director, Center for Countering Human Trafficking: Led national strategy, partnerships, and programmatic initiatives to identify, disrupt, and prosecute human trafficking networks while enhancing survivor services and prevention efforts.

Assistant Director, Transnational Organized Crime Portfolio: Directed cross-agency operations and policy development addressing global criminal networks, illicit financing, and border security challenges.

Special Agent in Charge: Oversaw complex investigations, multi-jurisdictional collaborations, and high-stakes enforcement operations, driving operational excellence and mission-focused outcomes.

James is committed to advancing public safety through accountable, evidence-based tactics that disrupt criminal networks and deliver justice for victims.
