Michael Henning is President of Local 1534 of the American Federation of Government Employees, which represents 8,000 members of the civil service at the Department of State, USAID, and the Development Finance Corporation. In 2025 he retired from USAID after 31 years in the civil and foreign service. His last assignment was as a democracy specialist in the Europe & Eurasia Bureau focused on elections and political processes. From 2007-12, he was Chief of the Elections & Political Processes Division in the Center for Democracy and Governance. He served as Director of the Democracy Office in Bosnia from 2002 to 2006 and in the Philippines from 1997 to 2000. Mr. Henning was a member of the Governing Board of the American Foreign Service Association from 2006-12. He studied international relations at the Maxwell School at Syracuse University and has a B.A. from Georgetown University.
