Lawyer, Civic Innovation Strategist, Advocacy Trainer

Victoria Ayer is a dynamic, mission-driven leader and partner with nonprofits, foundations, advocacy movements, and governments in the US and across the globe.
She is most at home when I can put my expertise in grantmaking, strategic planning, risk/compliance advising, leadership coaching, and capacity building to work in service of leaders who are solving the world’s hardest problems: advancing human rights, democracy, accountable governance, citizen engagement, and economic opportunity for those who have been historically left out.

As co-creator and manager of Making All Voices Count: A Grand Challenge for Development (MAVC), Ayer oversaw a global grantmaking portfolio that identified, invested in, and scaled the work of social entrepreneurs and innovators across four continents. Dozens of civic leaders who worked at the intersection of technology, government accountability, and citizen engagement. This is the work she loves most: finding visionary leaders, believing in them early, and helping them build the capacity to achieve their fullest impact. (www.makingallvoicescount.org)

Ayer has served on the Board of Directors of the Open Government Partnership Secretariat — growing one of the world’s foremost multilateral civic initiatives from 8 to 75 countries and over 3,000 civic advocates. Board governance is not a formality for her; it is a practice of deep organizational stewardship that she takes seriously.

Ayer is a skilled trainer, facilitator, coach, and author of The Advocacy Expert Series, which has helped 200+ civil society organizations on four continents strengthen their advocacy, coalition building, strategic messaging, and leadership effectiveness. She served as a trusted strategic advisor to grantee organizations, supporting their leadership development, organizational growth, and long-term sustainability.  Ayer believes that coaching leaders — at every level of an organization — is one of the highest-leverage investments a partner can make.

Beyond her professional work, Ayer is committed to movement building and civic leadership. As Georgia State Lead for the Alliance for American Leadership, she builds grassroots infrastructure and coach young emerging advocates on their journey as civic activists. She also serves as Georgia State Lead for OneAID, volunteer with Aid on the Hill, and sit on the Advisory Board of the Center for Civic Leadership at Rice University. These roles reflect her conviction that democracy and civic engagement are not peripheral to our future, they are foundational.
