Bakhtawar Munir serves as Director of Institutional Affairs at the Alliance for American Leadership, where she leads the organization’s external engagement and representation. Her portfolio focuses on building relationships across government and the foreign affairs community, strengthening A4AL’s engagement in congressional and policy settings.

Her work at A4AL began in legislative affairs, where she tracked federal action and analyzed developments concerning U.S. foreign assistance. She has since led meetings with congressional offices on proposed changes to international development and their consequences for national security and American influence abroad. Her analysis has informed questions raised with senior administration officials during State Department budget hearings. Bakhtawar also represents the Alliance at foreign policy events, contributing questions that examine emerging challenges in international affairs and their implications for U.S. policy abroad. As Director, she builds on these engagements to deepen the Alliance’s connections across foreign affairs and broaden its participation in policy dialogue.
