WASHINGTON, D.C. — The Alliance for American Leadership (A4AL), a bipartisan coalition of 150,000 veterans, students, and citizens, today endorsed Congressman Mike Kelly (R-Pa.) for reelection in Pennsylvania’s 16th Congressional District, citing his support for strategically focused international assistance, fiscal accountability, American national security, and development programs that produce measurable results.
Serving in Congress since 2011, Kelly chairs the House Ways and Means Subcommittee on Tax. Leveraging his business background, he advocates for foreign assistance focused on measurable results, local capacity, and taxpayer ROI.
Kelly cautioned that recent efficiency cuts to foreign assistance risk undermining core personnel and expertise, urging targeted adjustments to maintain mission readiness and institutional knowledge. Rather than measuring foreign assistance solely by the amount spent, Kelly told A4AL that effectiveness should be the standard. “I would prioritize effective 1% spending over a larger poorly spent share,” Kelly said during his discussion with A4AL, emphasizing that outcomes and efficiency matter more than headline spending percentages.
Kelly backed key national-security legislation, including the 2022 and 2024 Ukraine Security Supplemental Appropriations Acts alongside funding for Israel and the Indo-Pacific. With former service on the House Foreign Affairs subcommittees on Oversight and Asia-Pacific, he views foreign assistance as a core element of national security that strengthens partners and reduces instability.
