WASHINGTON, D.C. — The Alliance for American Leadership (A4AL), a bipartisan political action committee advocating for U.S. diplomacy, development, and humanitarian assistance, today endorsed Army veteran Caitlin Rourk (D-Texas) for Congress in Texas’ 10th Congressional District, citing her support for restoring U.S. foreign assistance, strengthening American diplomacy, and investing in development as a tool of U.S. national security.

Rourk’s platform prioritizes foreign assistance and diplomacy to strengthen national security. She advocates for reinvesting in international development, rebuilding State Department capacity, and funding programs to prevent global crises before they escalate. She endorses A4AL’s Two Penny Pledge to dedicate 2% of the federal budget to diplomacy and development, arguing this expands domestic markets, curbs migration drivers, and reduces costly military engagements.

“As an Army intelligence officer who has served on the U.S.-Mexico border, I know military force shouldn't be our only tool,” Rourk said. “Emerging threats like screwworm in Texas show that responsible global investments protect our citizens at home. Diplomacy and development stop crises early, counter China, and support American agriculture. I’m proud to support the Two Penny Pledge and honored by A4AL’s endorsement.”
